How to determine if STR are allowed

Buying a property with desire to use part time as STR.  Best way to determine if STR are allowed?  HOA documents do not appear to address other than the following statement

1. Residential Use. The real property shall be known and described and used and occupied only as a residential lot or lots. The term “residential" as used herein shall be held and construed to exclude hospitals, nurseries, duplex houses and apartment houses and any other commercial activity. The prohibition against commercial activity on the lot shall not include the use of a home office, so long as such use does not interfere with the peaceful enjoyment of the owners within Woodland Bayou Estates.

Sounds like it's NOT allowed. If it's HOA type docs then I would look for language specifically stating the rules for vacation use otherwise I'd stay away. Even using a condo for a long term rental has given me such headaches in the past, it's just not worth it.
